Glocalization • Localization considering globalization, or globalization considering localization – Global standard with local annex • Global standard specifies common requirement such as safety and durability of products, while local annex specifies best way to achieve the requirement under local conditions How do we achieve Structures satisfying durability? durability during How long is service life? service life
Global standard

Regional Balance • Example in international standardization – Europe and America’s dominance • Vienna Agreement for ISO – European standard (CEN) is the basis of ISO
• American and British standards are basis of national standards in many Asian countries in construction industry
– Emerging Asia • Asian Concrete Federation (ACF) and International Committee for Concrete Model Code for Asia (ICCMC) – Far more than 50% of world cement consumption is in Asia Seminar in commemoration of the 10th anniversary of e3
6
Regional Balance • How to cope with global warming – Equal economy/industrial development level in every country should be the basis – Set the equal target CO2 emission/capita in world to be fair for every country – Real solution is world population reduction • Control the population increase in every country

Engineering Education Industrial activities are borderless car, electrical appliance, chemical and metal product, power and water supply, etc
International competition for technological development
Global standard is preferable for industrial product

Engineering Education International quality assurance Student need: Talented international student would choose any university with high quality education. (international students in Japan in engineering are over 20,000 or 16%) University need: Leading universities who competes for excellent study internationally need students of high quality. Seminar in commemoration of the 10th anniversary of e3
9
Engineering Education International quality assurance Employer need: Internationally active company needs student with assured high quality.
Graduate need: To be “Professional Engineer”, graduation from the accredited program is the first step. PE is international license. (JABEE is the accreditation body in Japan) Seminar in commemoration of the 10th anniversary of e3

e3 Program – achievement – Increase students of high quality
Improve education quality
Polish up professor’s English skill
Enhance research quality/quantity
Expand human network internationally
Seminar in commemoration of the 10th anniversary of e3
14
e3 Program – future – Expand to undergraduate program
Enhance curriculum
• Civil engineering and possibly other engineering field • Double degree program and internship
• More courses in mechanical engineering • Integration with Japanese program (both Japanese and international students sitting in courses in English) Seminar in commemoration of the 10th anniversary of e3

Concluding Remarks Engineering education should correspond to society need with “glocalization”. Engineering education should consider regional balance in globe.
Keywords for engineering education under globalization are quality assurance and student mobility. Hokkaido University should take even a bigger role as a center of excellence in globe. e3 program should take a greater role to make HU a really internationalized COE.
