The Challenge

•

Raise $770,000 per day to meet obligations by:

•  •  •

Bringing back the Major Donors who left the RNC for other committees

Maximizing our low-dollar efforts and building in more cost efficiencies to increase total available dollars

Getting into the digital marketing game in a big way

Major Donors

•  •

Daily Focus from Chairman – calls, visits, events, with an operational plan and a political plan

Re-engage major raisers who have lost confidence in our ability to execute as the leading political organization in America

•

Excluding low dollar fundraising, the RNC will need to raise $492,000 every deposit day, on average, throughout the 2012 cycle

Major Donors

•  •  •

Establish daily goals for major donor contact

The Chairman must complete $500,000 in asks every deposit day of the 2012 cycle, on average

The Finance Committee must also complete $500,000 in asks every day

Historically

Direct Mail

•  •  •  •

Use the list more prudently so it avoids burn out, and evens cash flow over the cycle

Aggregate and utilize the millions of pieces of mail to collect political data as well as make asks – and use the data collected to hone messaging in future finance pieces

Apply modern marketing analysis to maximize the cost/benefit of our mail programs

Coordinate our efforts in finance with our efforts in political around key legislative and public policy issues in the news

•

Raise around issues of the day (healthcare, deficit reduction, SCOTUS nominees, marriage, life, immigration, etc.), not personalities

Telemarketing

•

•

Use new data sources (esp. mobile phone numbers not previously available thru voter vault). Mobile prospecting gives the ability to get a commitment and collect electronically using smart phones in real time with a single (and cheaper) contact.

Secure more than 300,000 new donors using this method.

Digital Fundraising

•

Create a digital marketing capability with a Chief Marketing Officer

•  •

No other $300 or $400 million organization exists without a marketing chief – the RNC does!

Build Direct Media functionality to operate alongside Voter Vault, while including existing massive data sets from real world sources

•

•  •

Events

Re-institute RNC Gala

•

The Gala was a casualty of the lack of confidence among major donors and leading Republican figures in the current RNC administration and must be brought back under a new Chairman

Grassroots-based events around repeal of Healthcare referenda

Regional Regents and Team 100 events

Presidential Trust

•

•

Each presidential candidate has a low max-out (currently $2,400 per person) from individual donors, and can send those donors to a Joint Fundraising Committee for the purpose of building the presidential trust for the eventual nominee.

This requires that each presidential campaign has confidence in the new chairman.

Victory non-allocable

•  •

Work with state parties and congressional leaders to establish state-party based non-allocable accounts funded by Freshmen and Sophomore members of the US House, and Senators up for election in 2012.

The RNC can play a leadership role in developing this fund, which was under-utilized in 2010

State Parties

•

•  •

Involve members

•  •  •

Joint asks of major donors

Shared access to major donors

Unified political plan, shared by state and national parties, to sell to investors in state

Renew the RFD model

•

Responsible for helping parties implement state party finance plans

Re-establish a surrogate program for state party fundraising events, letters, and calls
