ABOUT THE EDITORS Megh R. Goyal, PhD, PE, is a Retired Professor in Agricultural and Biomedical Engineering from the General Engineering Department in the College of Engineering at University of Puerto Rico–Mayaguez Campus; and Senior Acquisitions Editor and Senior Technical Editor-in-Chief in Agriculture and Biomedical Engineering for Apple Academic Press Inc. He has worked as a Soil Conservation Inspector and as a Research Assistant at Haryana Agricultural University and Ohio State University. He was the first agricultural engineer to receive the professional license in Agricultural Engineering in 1986 from the College of Engineers and Surveyors of Puerto Rico. On September 16, 2005, he was proclaimed as “Father of Irrigation Engineering in Puerto Rico for the twentieth century” by the ASABE, Puerto Rico Section, for his pioneering work on micro irrigation, evapotranspiration, agroclimatology, and soil and water engineering. During his professional career of 45 years, he has received many prestigious awards. A prolific author and editor, he has written more than 200 journal articles and textbooks and has edited over 25 books. He received his BSc degree in engineering from Punjab Agricultural University, Ludhiana, India; his MSc and PhD degrees from Ohio State University, Columbus; and his Master of Divinity degree from Puerto Rico Evangelical Seminary, Hato Rey, Puerto Rico, USA. R. K. Sivanappan, PhD, is currently a Consultant and Adviser to World Bank, and other organizations, including UNDP, FAO, SIDA, DANIDA, JICA, JPIC, U SAID, and the Government of India. He is a former professor and the former Dean at the College of Agricultural Engineering at Tamil Nadu Agricultural University (TNAU), Coimbatore, India. Dr. Sivanappan has worked as a civil engineer in the Public Works Department in Tamil Nadu State. He was the Founding Director of the Water Technology Centre at TNAU, Coimbatore, which he did by obtaining a sizeable grant from SIDA, Sweden, for his excellent services (Research and Extension Works) in irrigation water management and soil and water conservation, especially for his contribution in the field of drip irrigation. Within India, he has been consultant to the Government of India, national consultancy companies, and other organizations. The recipient of many awards for his work, he was conferred an honorary doctorate degree by the Linkoping University, Sweden, in1989 for his outstanding research on water management. The Tamil Nadu Agricultural University (TNAU) awarded him a Doctor of Science (Honoris causa) for his outstanding services in irrigation management in 2005. He has authored about 30 books on issues in irrigation and water management and innumerable journal articles. He has traveled to more than 30 countries for consultancy work and to attend international conferences, seminars, and workshops.
