A Message from Honorary Chair I express my warm heart to all of attendants of the 8th Asia Pacific International Conference on Information Science and Technology (APIC-IST 2013) that will be held from August 12~14, 2013, at Jeju National University’s International Center, located in Jeju Island of the Republic of Korea. I deeply appreciate all contributors for submitting papers, chairing sessions, and reviewing papers. We also feel grateful for the support we received from the Korea Institute of Science and Technology Information (KISTI). Over the past 7 years, KSII (Korea Society for Internet Information) has increased its academic impact and influence in the area of computer engineering, internet technology, and information both worldwide and nationwide through this international conference and its SCIE-indexed journal the KSII Transactions on Internet and Information Systems (TIIS). In particular, the KSII TIIS journal is supported and funded by the National Research Foundation under the Ministry of Education, Science and Technology (MEST), the Korean Federation of Science and Technology Societies (KOFST), and the Korean government. Our KSII TIIS journal has been selected as an outstanding international journal by MEST, the Korean government since 2009. A great number of outstanding papers have been submitted to the APIC-IST conference again this year. In addition, high-quality conference arrangements and program preparations have been achieved by the great efforts of the Conference Chair Prof. In Kuk Song (Dankook Univ.), Program Chairs Prof. Junchul Chun (Kyonggi Univ.), Prof. Seung Ryul Jeong (Kookmin Univ.), and Prof. Jong-Moon Chung (Yonsei Univ.), Steering Chair Prof. Mingoo Kang (Hanshin Univ.), and Workshop Chair Prof. Jaehyoun Kim (SungkyunKwan Univ.). I also express my thanks to the Congratulatory Speaker Mr. Jaeyou Choi, Assistant minister of the Ministry of Science, ICT & future Planning. In addition, my special thanks go to the Keynote Speaker Prof. Imran Ghani, as well as all Advisory Board members, Program Committee members, Steering Committee members, and Workshop Committee members. The APIC-IST 2013 aims at bringing together international researchers from Academia, Industry, and National Labs to exchange novel ideas, explore enabling technologies, discuss innovative designs, and share field trial experiences and lessons learned, in particular focusing on smart phone applications and services, mobile computing, network security, green computing, e-learning, medical/bio-informatics, data mining, artificial intelligence, S/W engineering, DB, and wireless communications. Messages from Conference Chair & Program Chairs It is great honor and pleasure for me to hold the APIC-IST 2013 with various international researchers from Academia, Industry, and National Labs in the most beautiful Island in South Korea this summer. The APIC 2013 is collaboratively organized by KSII (Korean Society for Internet Information) and KISTI (Korean Institute of Science and Technology Information), and aims at substantial improvement in the whole conference operating processes. First of all, the program chairs for this conference have constantly tried to raise up the publication rate for the conference participants toward KSII Transaction(SCIE) and Journal(KCI). The committee encouraged authors to submit completed paper rather than research-inprogress, and planed to select approximately 40 papers, based on the evaluation of not only three reviewers but also a session chair per each paper. Among them, up to twelve papers will be recommended to KSII Transaction(SCIE), and the rest to KCI Journal(KCI). Secondly, steering committee has endeavored to reduce the potential leaking expenses in steering the conference. Particularly, steering chair voluntarily arranged the proper conference venue and local supporters without any financial compensation. His dedication enables the conference organizing committee to set relatively low registration fee, as well as to provide all participants with several benefits. In addition, workshop committee has organized, not just in its outer form but in its content. I would like to express my appreciation to all committee members and chairperson for their full supports and confidence in what I have been planning and doing. I hope all participant for the conference to have valuable, enjoyable memories for the conference at Jeju Island this summer. The recent ICT technology is rapidly changing due to convergence with mobile environments. These include the mobile Internet activation by the dissemination of smart phones and the acceleration of convergence among technologies, industries, and services. In this context, the ranges of technology, service, academic study, mobile Internet, cloud computing, and smart phone contents have been enormously expanded. In this sense, we believe that the APIC-IST 2013 covering wire/wireless and futuristic Internet has a huge significance. Your participating in this prestigious conference will allow you to extend the cutting edge technology information and trends beyond focusing on already existing Internet. The sessions covering the recent ICT trends and future-oriented themes, such as Smart Phone Applications and Services, Mobile Internet Computing, Big data Computing, and Internet of Things etc. will be great opportunities to share the valuable ideas of emerging technology information and trends.
