NAndtB/17 - Qualification and Certification for Limited NDT Applications
Status Approved for publication at the 49th meeting of the UK NANDTB. Scope: In accordance with EN4179, which permits subdivision, addition or limitation of certification levels without elimination or reduction of the four basic levels; the UK National Aerospace NDT Board (NANDTB) recognises qualification and certification at Level 2 Limited in accordance with requirements detailed in the document. Application: Level 2 Limited is only permitted for certification of NDT personnel required to be certified in the specific application of an Eddy Current, Ultrasonic, Thermography or Shearography ‘technique’ to a component part, where the minimum experience required to achieve full certification in the ‘method’ is not necessary for the application of a specific technique as determined by the Nominated/Responsible Level 3. Normally, certification of inspections will be made by authorised persons who will hold NDT Level 2 or Level 3 qualification. However, in certain circumstances, and subject to the requirements detailed below, when the competent authority has agreed specific procedures within the MOE, persons qualified to Level 2 Limited may issue certificates of release to service. Organisations wishing to use Limited Level 2 as the qualification standard for the issuance of a Certificate of Release to Service under Part 145, shall seek prior agreement from the CAA, Requirements: 1. The requirements for qualification and certification at Level 2 Limited shall be detailed within the employers written practice. In the case of Part 145 approved maintenance organisations the employers written practice for the qualification of NDT personnel shall be referenced in the organisation’s maintenance organisation’s exposition (MOE) 2. The use of Level 2 Limited shall be agreed and documented by the Nominated/Responsible Level 3 and approved by the cognizant engineering organisation. 3. In the ’technique’ certified, Level 2 Limited individuals shall: a. Have the skills and knowledge to set up and standardise the relevant equipment, process specific part(s), interpret and evaluate results for acceptance or rejection, and document results. b. Be thoroughly familiar with the scope and limitation of the technique. c. Have the skills and knowledge to conduct system performance checks in accordance with the applicable technique process procedure. d. Be familiar with the codes, standards and other contractual documents that control the technique as used by the employer. NAndtB_17_Limited Level 2_Issue 3

e. Have a basic knowledge or relevant product manufacturing and inspection technology. f. Where applicable, have a basic knowledge of aircraft or vehicle maintenance. g. In the case of aircraft maintenance, the inspection task will be limited to a simple confirmatory inspection, (e.g. eddy current inspection of fastener holes through single material type e.g. aluminium after fastener removal. Multi layer multi material fastener hole inspection requires more interpretation and therefore is not a limited task) and only when the inspection is fully defined in the Type Certificate Holders standards practices manual. h. A typical example for Thermographic method may be use of Liquid Crystal sheets for detection of water ingress in non-metallic honeycomb structure. i. In the case of laser Shearography, an example may be one particular equipment and stressing combination i.e. Vacuum hood testing of control surfaces or radomes. 4. Candidates for certification to Level 2 Limited shall be formally trained in accordance with the requirements of EN4179 and satisfy the minimum training hours for Level 2. 5. Training and examination shall be under the control of a NANDTB as per UK NANDTB policy and practice. 6. Candidates for certification to Level 2 Limited shall have sufficient practical experience to assure that they are competent to perform the NDT technique within the scope of limited certification. 7. The minimum experience required shall be defined by the Nominated/Responsible Level 3 and documented within the employers written practice Experience cannot be less than that required for Level 1 certification in the method. 8. Examinations shall comply with EN4179 to Level 2 standard. 9. Vision requirements shall comply with EN4179. 10. Administration of examinations shall comply with EN4179. 11. Certification shall comply with EN4179. 12. Level 2 Limited personnel shall be re-certified at intervals not to exceed one year. Recertification shall be accomplished by successful completion of practical and specific examinations equivalent to initial certification. Level 2 Limited certification shall be a transition certification leading to full Level 2 certification. An individual shall not hold a Level 2 Limited certification beyond five years. 13. When an individual certified Level 2 Limited achieves minimum Level 2 experience per EN4179, certification to Level 2 shall be granted, but shall be limited to the technique for which Level 2 Limited certification was granted. Under no circumstances can an individual be certified to Level 2 in a ‘method’ directly from Level 2 Limited unless experience has been gained in other techniques as used by the employer.
14. One individual may hold multiple Level 2 Limited certifications under the same method. Signed for the Board
