People Propel™ Coastal Villages Region Fund

Coastal Villages “People Propel” 2014 Due to the overwhelming positive response to the first round of the People Propel program, which was approved in 2012 and executed for the 2013 fishing season, the CVRF Board of Directors approved Round 2 of the People Propel program in October 2013. The goal of People Propel 2014 is to continue to give the people of our region even more opportunities to WORK, FISH, and HOPE using our earnings from the Bering Sea fisheries. Following are the highlights of People Propel 2014:

Up to $1 million in loans to our residents Up to $2.0 million in subsidy to help cover the purchase price of People Propel equipment All applications will be reviewed by a committee Program participation will be allocated to communities based on population. A blind screening process will be used in the first stage of the selection process, meaning that the committee will not be able to see applicant names

1. Coast Guard Safety Equipment: a. Major Coast Guard safety equipment (EPIRBs, PLBs, immersion suits, etc) are being packaged and sold as part of the People Propel program. Residents can purchase, maintain, and keep the safety gear. b. Smaller safety items (lifejackets, whistles, etc) are available free of charge. Contact your local CSC for more information 2. Salmon and Herring Nets: a. A variety of pre hung salmon and herring nets are available at 60% of retail price b. Price includes shipping to the community (Northland Barge service) c. An air freight option will be available for an additional cost (refer to the net page) 3. Outboard Motors: a. 40-150 HP motors from Yamaha, Suzuki, Mercury, and Honda will be offered b. All motors are packaged with controls, shift and throttle cables, oil, and will be shipped direct from the dealers (no steering systems or batteries with outboards) 4. Boats: a. 18 foot, 22 foot, 24 foot, and 26 foot boats are available at 60 % of retail price • Bay Weld boats: 22 foot, 24 foot, 26 foot • ATEC boats: 22 foot • Pacific Skiff boats: 22 foot • North River boats: 18 foot • Silver Streak boats: 18 foot • Lund boats: 18 foot SSV b. All boat will be shipped direct from dealers c. For boats and motors that are purchased together there will be no charge for installation 5. Salmon Permits: a. Residents may apply for a loan to purchase a fishing permit or to reactivate a fishing permit. b. The resident is responsible to identify a permit available for sale and arrange the sale with the owner and/or a broker c. Residents must have some form of collateral to use on permit loans (the permit cannot be used as collateral) 6. Timing: a. Applications are due January 15, 2014 • This helps to ensure the equipment can make the first Northland barges arriving in our communities in early June b. Acceptance/non acceptance letters will be sent out by February 1,2014 c. Northland Barge schedules will dictate delivery of the all People Propel products

Except for canoes and kayaks, one USCGapproved Type IV (seat cushion or throw ring) device must be carried.

Boats less than 39.4 feet (12 meters) in length must be able to make an efficient sound signal (such as that made with a whistle or horn) to signal intentions and to signal position in periods of reduced visibility.

USCGapproved night signals required between sunset and sunrise.

Boats 39.4 feet (12 meters) or more in length must carry on board a whistle or horn.

USCG-approved visual distress signals for both day and night time use must be carried. Exception: boats and open sailboats not equipped with mechanical propulsion and under 26 feet in length are not required to carry day signals.

Note: Pyrotechnic devices, if used to meet this requirement, must be current, serviceable and readily accessible. At the minimum, a total of three daylight combination devices or three day and three night devices must be carried.

At least one USCG-approved B-I required for boats with inboard engines, living spaces, permanent fuel tanks or enclosed storage areas or hull voids not sealed or filled with floatation material.

At least two B-I or one B-II USCGapproved fire extinguishers.

Display required between sunset and sunrise and during periods of restricted visibility. International configuration required (varies with length and mode of operation). Permit Information Coastal Villages Region Fund

Commercial Fishing Permit Information Residents may apply to use People Propel™ Program loans to purchase fishing permits, including herring and or salmon permits. The transfer of ownership is handled by the State of Alaska’s Commercial Fisheries Entry Commission (CFEC) (www.CFEC.state.ak.us). Residents must have another form of collateral, of a value equal to or greater than the loan amount, to use for permit loans (the permit cannot be used as collateral).

The state of Alaska (CFEC) has a list of permit holders that have filed an Intent to transfer. The intent to transfer form is filled out and submitted when a permit holder wishes to sell or gift a permit. CFEC can give you the list of permit holders wishing to sell their permits. CFEC will also explain the steps needed to transfer the permit to you. This list may be available in your local CSC.

People Propel ™ PROGRAM APPLICATION Check List Important bits of information you will need when applying for the People Propel™ Program • Verify residency online (http://workfishhope.coastalvillages.org)



• State ID (driver’s license, tribal ID, passport, military ID) • Social security number card or number



• Income information (current employer contact info, recent pay stub, annual fish ticket amount)



• If you plan to have a co-signer for your loan, you must also provide the above information for the co-signer



• If you owe other balances to Coastal Villages, those balances must be paid off prior to receiving a loan

• Commercial fishing permit number (if applicable)

• If you have an existing People Propel Loan, you must be current on your payments

• Board members and employees may apply. However, they must have their own financing or pay in full, and will only be considered after all other applicants are considered

PRE-DEPARTURE CHECKLIST Power boaters can avoid inconvenience and potential danger by taking a few minutes before departure to check the following: • Life jackets worn by each person (proper size & fit, & fastened) • Communication & signaling devices carried ON person • Throwable Type IV flotation device attached to floating line • Fire extinguisher(s) fully charged & mounted securely • Ability to make an efficient sound signal (horn or whistle) • USCG-approved visual distress signals (check expiration dates) • Boat registration current, properly displayed & certificate onboard • Drain plugs installed, thru hull fittings leak-free, sea cocks closed • Hoses/clamps, drive units/props, fuel lines/filters, blowers/backfire flame arrestors (inboards) inspected • Scuppers clear, bilge clean • Battery fully charged, secured, terminals covered • Back-up manual bailing device(s) accessible & functional • Back-up propulsion source (spare engine, sail, paddles or oars) • Tools/parts; spare batteries, fuses, spark plugs, belts, prop & prop nut • Anchors (2), each with chain & line, one attached to boat • Food, water, spare clothing and shelter (tent/tarp) in waterproof bag • Reboarding devices (foot sling, swim step, ladder) • First aid kit • Navigation tools; GPS, compass, charts, maps, tide book • Fuel & oil sufficient for trip — 1/3 out, 1/3 return, 1/3 spare • Test engines, emergency cut-off cable, steering, gear shift & lights • Emergency Locator Beacons, radios & other electronics functioning • Weather, forecast update and observations • Passengers/load distributed properly, items secured from shifting • Float plan prepared and transmitted to responsible party • Passenger briefing — how to start/stop & steer boat, clothing check, location of & how to use communications & emergency equiment
