SOME OF THE WAYS THE PROPOSED ROAD ACCIDENT BENEFIT SCHEME IS LIKELY TO DIFFER FROM THE CURRENT ROAD ACCIDENT FUND SCHEME

For the first time in the history of road accident compensation in South Africa, the proposed new Road Accident Benefit Scheme Administrator (RABSA), as envisaged in the Road Accident Fund Benefit Scheme Bill published in Government Gazette No. 37612 on 9 May 2014, will offer benefits based on social security principles.

Defined benefits Transparency with regards to benefits.

Inclusive system Provision for Income Support benefits and Family Support benefits based on a deemed income where an income cannot be proven.

No fault-based Broader cover for road crash victims, reduced administration cost and faster access to benefits.

Vocational Training Vocational training will be provided, in appropriate cases, to equip the beneficiary to take advantage of work opportunities.

Contracted Service Provider Network Access to a national network of medical service providers, with no co-payment for services.

Structured payments Avoidance of lump-sum payments of Income Support Benefits and Family Support Benefits, to ensure that the benefit is protected and available when required.

Rehabilitation RABS shifts the focus to post-crash care and rehabilitation.
