Session Description
This presentation will highlight a discussion of issues and capabilities needed while operating securely and effectively, in a global, integrated airspace utilizing Unmanned Ariel Vehicles (UAVs) as the platform. NETCENTS-2: Overview for Industry Partners
The outcome addresses challenges to lead to a goal of Mission Assurance of five the five core missions ((1) air and space superiority; (2) intelligence, surveillance, and reconnaissance (ISR); (3) rapid global mobility; (4) global strike; and (5) command and control) and not simply System Assurance. Col Dombrowski will address the challenging elements of commanding and controlling AF Cyber ISO of Commander’s objectives. He will describe the tactic’s techniques and procedures used to plan, assess, command and control full spectrum cyber operations and capabilities in support of Air Force and Joint requirements. Targeting is often a pick-up game from developing a strategy to execution to confirming results. The need for intermediate and advanced target development that incudes cyber operations against near-peer threats is vital to ensure air and cyberspace superiority. However, personnel, analyst tools and accesses are limited requiring workarounds to plan and execute targeting operations The NETCENTS family of contracts provides highly flexible contract vehicles delivering capabilities across the entire range of product and service domains. NETCENTS leverages USAF buying power to meet strategic sourcing goals, ensures technical compliance with AF and DoD standards, and promotes Small Business. The Cyberspace Operations Capabilities Based Assessment (Cyber CBA) was a comprehensive study that analyses cyberspace operations as an inherent part of unified land operations. The Cyber CBA determined that "Commanders' SA" of the cyber domain is the overall top priority Gap for commanders at all echelons. This tract will identify GAP areas and required capability needed to mitigate this gap. Also discussed will be the Cyber SA CONOPS.

Panel session will address current Air Force efforts to mature defensive cyberspace operations and Cyber Protection Teams (CPTs). Discussions will focus on the role of CPTs in defining, mapping, prioritizing, and defending key terrain. In addition, the panel will discuss the relationship between CPT and Computer Network Defense Service Provider missions as they relate to defensive cyberspace operations. ISR training has been based on route memorization of language, numbers, slides and film. Airmen were often educated on ISR principles, but seldom trained to meet the demands of their first assignment. Today, millennial spend 14.5 hours/day of some time of electronic device…IPads, Smart Phones, Tablets. ISR training must change to educate and train the next generation of Airman.

Lunch on Exhibit Floor Tech Talks in Outreach Pavilion Part 4: “Changing Understanding of Enterprise Security”
In 2015, 360 million records were breached--and those are only the ones that were reported. From legislation to military initiatives, the government must be up to the task to amplify efforts to protect our nation’s data from both insider threats and nationstate attacks. For too long the focus has been on defending network boundaries and end points from intrusion. Trends globally have determined an increased concern in insider threat by privileged users, particularly with Data-at-Rest. These problems are compounded by the enterprise being inclusive of data center, cloud implementations and joint tenant environments. The network border paradigm has changed, and the escalation of advanced attacks is continuing to evolve. Even with best efforts, bad actors are breaching the perimeter and data is being exfiltrated. During this session we will discuss current global trends, address enterprise level data security across the diverse environment of the government and how best to deploy a strategy of securing critical data to the organization.

The “Third Offset Strategy” is associated with the Defense Innovation Initiative announced by Secretary of Defense Chuck Hagel at the 2014 Reagan Defense Forum and the significance has grown over the past year with complex changes within select world regions. The presentation by LtGen Holmes will discuss the “Third Offset” as part of the changing strategic context and reemergence of world rivalries, a reduced technological advantage, and the rising acquisition cost.
