However, they may have a limited understanding of the environmental impact of their purchasing decisions and resort to perceptions and heuristics to guide them. In this study, consumers were asked to complete a categorisation task to determine whether they considered a product to have a high or low carbon footprint, with no information besides that contained on the product's front label. The results demonstrated that raw materials (food category), transportation (UK product), and manufacturing (level of processing) influenced the probability that an item would be classified as either having a low or high carbon footprint. These findings are embedded into the supply chain to explore the role of reputation in reducing the categorisation biases observed in the categorisation task. Abstract This paper focuses on the question whether Argentina is capable of guaranteeing food security to its population while increasing its role as a food exporter to the rest of the world. The results of this study show that Argentina has no major problems simultaneously serving as a local food provider and exporter—from a food availability perspective. However, Argentina has problems ensuring food access to all its population. In order to improve food access while exploiting the food export opportunity, the authors propose eliminating the export tax and its substitution for a food consumption subsidy in the form of a conditional income transfer to the population under food insecurity. This would also open new opportunities for agribusiness companies selling products in local and external markets. Resumo Objetivo: este trabalho trata do desenvolvimento da fisiologia experimental brasileira em fins do século XIX. Desenvolvimento: analisa alguns experimentos sobre plantas tóxicas, efeitos nutricionais do café, erva mate, carne seca e o consumo de alimentos no clima frio e quente, acontecidos no Laboratório de Fisiologia Experimental do Museu Nacional do Rio de Janeiro, fundado em 1880. Este laboratório era financiado pelo governo Imperial, a partir do Ministério da Agricultura e patrocinado pessoalmente por D. Pedro II. Foi criado e dirigido por um médico brasileiro João Baptista Lacerda e um fisiologista francês Louis Couty. Conclusões: Embora a organização do laboratório tenha seguido os modelos da fisiologia europeia, suas pesquisas privilegiavam temas nacionais. Os fisiologistas se interessavam não só por temas clássicos da fisiologia, mas pelos efeitos fisiológicos de plantas e produtos naturais que tinham papel importante na economia brasileira do período. Eles até mesmo criaram seus próprios aparatos experimentais como uma câmara fria para estudos climáticos. Para legitimar a fisiologia brasileira, no Brasil e no exterior, os pesquisadores aliavam interesses científicos e práticos nos seus estudos. Os usos sócio-econômicos dos estudos locais explicam o interesse da elite brasileira no laboratório e o apoio do Ministério da Agricultura. Abstract Reflecting the growing interest from both consumers and policymakers, and building on recent developments in Willingness to Pay (WTP) methodologies, we evaluate consumer preferences for an archetypal traditional food product. Specifically we draw on stated preference data from a discrete choice experiment, considering the traditional Hungarian mangalitza salami. A WTP space specification of the generalized multinomial logit model is employed, which accounts for not only heterogeneity in preferences but also differences in the scale of the idiosyncratic error term. Results indicate that traditional food products can command a substantial premium, albeit contingent on effective quality certification, authentic product composition and effective choice of retail outlet. The results of structural equation modelling indicated that, compared with the original PMT model, the extended PMT model demonstrates higher explanatory and predictive power of a person's protection motivation to mitigate food safety problems, but lower explanatory and predictive power of a person's behavioural intentions to make safe food choices. The empirical results drawn from the extended PMT model revealed that in addition to perceived vulnerability regarding the threat of food safety scandals and perceived self-efficacy, a person's perceived product safety liability of food providers involved in food safety scandals is a significant predictor of his or her protection motivation, which subsequently influences his or her behavioural intentions regarding safe food choices. However, little knowledge is available on the factors that influence the trustworthiness and credibility of eWOM communication. To address this research gap, the study aimed to assess whether the three independent variables (homophily, authority and interestingness) have a significant positive indirect effect on eWOM credibility, as mediated by source trustworthiness. The context of the study was fast-food retailers. A cross-sectional survey was conducted and the target population included all Generation Y consumers that visited the fast-food market leaders in Gauteng province, the economic hub of South Africa. Lisrel version 8.8 was used to analyse the results obtained from a realised sample of 362 respondents and to compile the structural equation model. The findings of the study support the research hypotheses formulated and offer a theoretical contribution by enhancing knowledge of the relationships between the variables investigated as well as the factors that could influence eWOM credibility. The study also has meaning to fast-food retailers, as the model could be applied to formulate appropriate strategies and influence

Both approaches have shown advantages in adopting consumption context in consumer tests. However, it has not been investigated whether either one of the approaches may be more effective or whether using these

approaches together would be more advantageous than using each solely in terms of bring in consumption context. The aims were to understand the effects of evocation in different environmental settings on consumers liking and to explore the differences of these effects based on consumer involvement levels. Consumers participated in one of the 4 contextual conditions of 2x2 factorial design, consisting of ‘evocation’ factor (with vs. without evocation instruction) and ‘environment’ factor (booth vs. simulated café), respectively. Consumers evaluated liking for two coffee samples and responded to a coffee involvement questionnaire. The results showed that both factors have influenced on consumer liking. These effects were different according to coffee types differing in hedonic levels. Vividness of evocation lasted longer in the simulated café setting, implying physical cues reinforcing cognitive evocation. When consumers were classified according to involvement scores, liking score of the high involvement group was little affected by either situational factors, while low involvement group was highly affected by the ‘environment’ factor. The findings of the study provide important perspectives to be considered for researches into “situational” tests, including which situational approach to apply as well as consumer involvement. This has resulted in seafood being the number one traded food commodity in the world. Food safety is essential to this trade. Exporting countries should understand the regulatory food safety programs of the countries they ship to in order to comply with their applicable laws and regulations to avoid violations and disruptions in trade. The United States (U.S.) imports more seafood than any individual country in the world but the European Union (E.U.) countries, as a block, import significantly more. Each importing country has its own programs and systems in place to ensure the safety of imported seafood. However, most countries that export seafood have regulatory programs in place that comply with the import requirements of the E.U. The

purpose of this paper is to describe the United States Food and Drug Administration’s (USFDA) imported seafood safety program. Abstract The Food Safety Modernization Act (FSMA) reforms law governing the safety of human and animal foods produced for consumption in the United States. Recognizing the challenges that the proposed regulations would impose on small farms, Congress included an amendment to exempt small farms from the full scope of FSMA requirements. This special treatment and other issues left unaddressed by FSMA, however, present challenges for buyers of small farm products and is inducing a private sector response to these regulatory gaps. This Article reviews the current treatment of small farms under FSMA and explores some key impacts and implications of FSMA on these organizations. Particular consideration is given to the unintended consequences of the Tester-Hagan Amendment and the unaddressed issue of liability for foodborne illness.

Current global mortality from noncommunicable diseases (NCDs) remains unacceptably high and is increasing. A major reduction in the burden of NCDs should come from population-wide interventions, including the promotion of a healthy diet through the provision of adequate nutrition information on food labels. However, in order for this type of intervention to be successful, it is important to have a better understanding of the consumer. This review focuses on the need for food and nutrition labelling (the section of information on a food label that specifically declares nutrient content) within the context of NCDs, as well as consumer nutrition label use, and understanding and the impact of nutrition labelling on purchasing behaviour. It provides a summary of the latest global nutrition labelling trends, the current situation in South Africa and the way forward. Consumer knowledge, use and understanding of nutrition labelling has been investigated extensively in the international literature. However, the majority of these investigations were conducted in developed countries. Therefore, additional research on the impact of nutrition labelling in developing countries is necessary, and should be a priority. There have been many developments in South Africa in terms of food and nutrition labelling in the last decade. Although the food industry, health professionals and consumers face many changes, challenges and opportunities with regard to food, and specifically to nutrition labelling, this is also the ideal time to promote the use and understanding of nutrition information on labels by health professionals to consumers. Agriculture and Agricultural Science Procedia, nº 8 (2016) 282–289. Abstract Food waste in the global food supply chain is reviewed in relation to the prospects for feeding a population of nine billion by 2050. The topic of this article is the “food waste”, an important issue which has been developed increasingly over the past few years in the context of the actions identified at international level to contrast the global food crisis, which in its various aspects involves not only food law – in terms of both food security and food safety – but environmental law as well. In this light, the analysis can be seen as included among the issues related to the sustainability of well-being with the aim of ascertaining the causes that underlie food losses and food waste, also in view of the legal obstacles, and of identifying the latest prospects indicated by national and European lawmakers to mitigate or limit such waste. In the context of the analysis on the sustainability of well-being, the issue of food waste represents also under a legal point of view a complex aspect, the result of modern society and the well-being that characterises it, which involves multiple interests and is part of food security. The issue evokes the fact that food insecurity continues to exist and indeed has worsened in many parts of the world and raises questions on the impact of food waste on global food security. Thus, the issue is linked to several quite significant aspects related to environmental and food issues such as the control of natural resources, the loss of biodiversity, climate change, soil erosion, the reduction of scarce resources such as agricultural soil and water, and the loss of natural habitats. Abstract Understanding consumer perceptions and attitudes towards the use of pesticides in agriculture and its risks is of utmost importance to redirect them towards food products produced in farming systems which use less or no pesticides. Based on data from a survey of 725 Portuguese urban consumers, three groups were identified: non buyers, occasional buyers, habitual buyers, considering their attitudes towards and knowledge of fruit and vegetables from integrated pest management. Knowledge about pesticides and certification systems affects preferences and should be considered as a key issue for market strategies and agricultural policies, and to ensure that consumers are able to define a healthy diet and to understand the influence of their food choices on the environment. Abstract This study develops a theoretical framework describing the uncertainty-based decision making process when a consumer purchasing food online in China. Drawn on the information asymmetry theory and based on a survey of 710 randomly selected online food buyers in China, the results show that website seller uncertainty and food uncertainty are critical barriers in consumers' online food purchase decision making. Furthermore, the majority of the antecedents mitigate consumers' perceived uncertainty. These findings show that the food vendor and website managers can mitigate uncertainty by providing a secure and user-friendly food shopping environment in China. Agricultural issues are an important part of the negotiation. There have been several analyses of the aggregate impacts of a T-TIP agreement. This report analyzes the commodity impacts on trade for fresh vegetables and beef. Vegetables represent the situation where the U.S. is a growing net importer and the EU has substantial potential for expanding exports to the U.S. in this highly competitive marketplace. Beef represents the situation where sanitary and phytosanitary restrictions on hormone use in production have prohibited consumer choices from being revealed in the marketplace for both the EU and the U.S. The authors provide insight into where the comparative advantages lie in freer trade situations. Resumen En el actual entorno de debilidad económica, el sector agroalimentario español ha mostrado un comportamiento positivo, especialmente en lo que se refiere al comercio exterior. Con una demanda interna tocada, el sector ha sabido encontrar oportunidades en mercados extranjeros, suscitando el interés por estudiar los motivos que subyacen bajo esta fortaleza internacional. El presente trabajo lleva a cabo un análisis de la competitividad exterior del sector mediante la aplicación de los indicadores tradicionales (CME, IEN, RPI), al que añade los tipos de cambio dado el ámbito geográfico del mismo. Con ello, presenta una selección de casos relevantes del sector agroalimentario para un análisis más específico. La conclusión del trabajo es que el sector agroalimentario español muestra una evolución dispar de su competitividad, ya que hay sectores donde está perdiendo fuerza y otros que están gozando de una expansión internacional. Factores como la alta calidad de sus productos o la distinción de la que gozan algunos de ellos es contrarrestada por costes productivos altos y una necesidad de adaptación a los

● David P. Carter, “What’s the Difference? Public, Nonprofit, and Private Administration of U.S. Organic Food Regulations”. University of Colorado (2016) 232 págs. Abstract This dissertation examines the implications of a dramatic innovation in regulatory program design: competitive third-party administration. Under competitive third-party programs, the administration of regulatory standards is delegated to multiple independent organizations in competition for regulatee clients, giving rise to concerns regarding how such program designs might threaten regulatory program fidelity. For example, scholars question whether third-party organizations, particularly those from outside of the government sector, possess the requisite expertise to adequately monitor regulated activities and ensure regulatees’ compliance. Others indicate that competition among diverse third-party administrators may threaten regulatory stringency if third-party administrators alter their regulatory behaviors to attract and retain regulatee clients. The dissertation engages such concerns in the context of competitive third-party administration of U.S. organic food regulations, guided by the research question: How does organizational form (public, nonprofit, private) affect third-party organizations’ administration of a regulatory program? The relationship between third-party administrator organizational form and three facets of regulatory administration are studied: third-party administrators’ expertise, services, and regulatory approaches. The project follows a mixed-method research design, with empirical analyses drawing heavily from a national survey of certified organic producers (the regulatees in the organic food regulation context). Multivariate regression procedures are used to account for how perceptions of regulatory administration are influenced by both third-party administrator and survey respondent attributes. Survey data are complemented in the study of third-party administrator services through website coding. Supplementary data are extracted from a database of certified organic operations and nonprofit administrator IRS tax filings.

Dissertation findings indicate that organic food regulation third-party administrator organizational form is associated with two facets of regulatory administration – third-party administrators’ expertise and the services third-party administrators perform. Few differences are found in public, nonprofit, and private third-party administrators’ execution of regulatory functions. Taken collectively, these results offer an intriguing proposition for future research – that the conflicting incentives introduced by a competitive third-party design characterized by third-party organizational form diversity may be effectively resolved through adequate accreditation oversight. The primary contribution of the dissertation is thus a better understanding of how regulatory design innovations might hinder or promote regulatory program objectives. This research also offers insights for multiple disciplines within the field of public affairs, and a demonstration of the promise of using multiple theoretical perspectives in the study of contemporary public administration issues. ● Samantha Jane Gambling, “Canadian Supply Management: A Food Sovereignty Policy? British Columbia and New Zealand Industry Stakeholder Perspectives on Dairy Policy in a Neoliberal Era”. The University of British Columbia (2016) 93 págs. Abstract As the concept of food sovereignty enters its third decade, greater analytical attention is needed to understand potentially enabling policy mechanisms in specific contexts. The Canadian supply management system for dairy, egg and poultry production is a national policy framework that controls production levels, sets prices, and limits imports. In theory, it is congruent with certain economic and political food sovereignty principles; however, the concept and value of supply management is increasingly challenged and critiqued from various socio-political perspectives. The research presented in this thesis examined supply management as a policy framework for dairy production, and its implications for food sovereignty in British Columbia (BC). In order to provide greater understanding of producer perceptions of a supply managed policy framework in relation to economic, political and socio-cultural aspects of milk production, I conducted 27 in depth interviews with stakeholders from the BC dairy sector as well as textual analyses of industry reports. I also conducted interviews with 10 stakeholders from the New Zealand (NZ) dairy sector as a comparative case study of producer perspectives on dairy production in a liberalized policy environment. Results suggest that supply management in the BC dairy industry is more conducive to food sovereignty than the neoliberal and neo-cooperative organization of the NZ dairy industry. Yet while supply management supports economic viability for producers and demonstrates capacity for democratic governance and the development of social goals, it also has the potential to propagate economic, political and social inequities within the industry. In particular, producer identification with neoliberal economic objectives

renders both supply managed and liberalized dairy systems subject to cultural forces that challenge food sovereignty principles. To function as a food sovereignty framework, supply management will require political adjustments and socio-cultural shifts both within and outside of the industry.

● Edward Yencken, “Lessons from CETA: Its implications for future EU Free Trade Agreements”. The University of Melbourne (2016) 26 págs. Abstract The Comprehensive Economic and Trade Agreement (CETA) represents a watershed in Free Trade Agreements (FTA) negotiated by the EU with a major developed third country in Canada. Importantly, it provides an indication of how the EU will be likely to approach future FTA negotiations. This paper will analyse two FTAs, one currently under negotiation in the form of the Transatlantic Trade and Investment Partnership (TTIP), and one for which negotiations are opening soon in 2016 with regard to an EU-Australia FTA. It will argue that CETA could give an important insight into how contentious issues in bilateral negotiations such as human rights and foreign investment are likely to be addressed. For example CETA negotiations were completed despite Canada‘s objections to the inclusion of an operative human rights clause in the accompanying Strategic Partnership Agreement (SPA). Such an approach indicates that despite EU rhetoric with regard to issues such as human rights it is likely to display at least some degree of flexibility with regard to finalising negotiation for future FTAs. It furthermore gives an indication as to likelihood of possible compromises in the EU‘s negotiations with the US with regard to the inclusion of an Investor State Dispute Settlement (ISDS) provision similarly to CETA. In relation to an Australian FTA there also appears some potential for compromise in contentious areas such as the human rights clause. This paper will therefore argue that a clear divergence is increasingly becoming apparent between the EU‘s rhetoric on FTAs as compared to the compromises it is willing to make during the negotiation process.
