1. Introduction This file (FM3_README.pdf) contains information about the manually marked FVC (Fingerprint Verification Competition) fingerprint image databases [1,2]. Details about the fingerprint minutiae marking procedure, matching performance figures, etc. can be found in this publication: Mehmet Kayaoglu, Berkay Topcu and Umut Uludag, “Standard Fingerprint Databases: Manual Minutiae Labeling and Matcher Performance Analyses”, arXiv: 1305.1443 [cs.CV], May 2013.

2. File Format Inside the compressed file (e.g. FM3_FVC2002DB1A.zip) for a specific database, there are 800 “.isofmr” files, that encode the minutia and other relevant information in “Finger Minutiae Record Format” as defined by international standard ISO/IEC 19794-2 Information technology - Biometric data interchange formats - Part 2: Finger minutiae data [3]. The file name, UID_IMPID.iso-fmr reflects the fingerprint image identity (UID_IMPID) in the original FVC database. Provided iso-fmr files are structured as shown in Table 1. Detailed information can be found in the standard document [3].

3. Finger Minutia Record: FM3 Specification Finger and Minutia Quality 

ISO/IEC 19794-2 standard document requires that the quality of a fingerprint is between 0 and 100, recorded in one byte: a value of 0 represents the lowest possible quality, and a value of 100 represents the highest possible quality. Manually marked fingerprint images were given a quality label of “Good , Fair, Poor”. The numerical values for these labels are “Good = 100, Fair = 66, Poor = 33”. Similarly, ISO/IEC 19794-2 standard document requires that the quality of a fingerprint minutia is between 0 and 100, recorded in one byte: a value of 0 represents the lowest possible quality, and a value of 100 represents the highest possible quality. Manually marked fingerprint minutiae were given a quality label of “Good , Fair, Poor”. The numerical values for these labels are “Good = 100, Fair = 66, Poor = 33”.
