This field is rapidly developing and delivers new technologies, products, applications, services, and architectures for CE and entertainment each year, visible not only to professionals but also to the global community. GCEE 2014 will feature a range of ­well-known keynote speakers, including distinguished speakers Prof. Ken Sakamura, Ryoji Menjyo, Dr. Tom Coughlin, Prof. Masahiko Tsukamoto, and Prof. Jun Murai. There will also be many exciting oral and poster sessions for delegates to present their own work. In addition, a welcome reception on 1 October and a banquet on 3 ­October are planned so that the GCCE attendees can socialize. GCCE 2013 held two award sessions presented by award candidates for the best paper and for the best student paper on the afternoon of 1 October. The winners of the following awards were announced and celebrated at the banquet on 3 October: Best Paper Awards and Best Student Paper Awards presented by the IEEE CE Society and Best Poster Presentation and Best Student Poster Presentation Award by IEEE GCCE 2013.

The response to this conference has been very positive, and the number of papers received was encouraging. The GCCE–Japan Conference has established itself as one of the CE Society’s leading conferences, especially as it is located in a strategically very important region. To have a conference of this stature held annually allows regional participation, particularly for those who would like to take part in a CE Society event but cannot make to the ICCE in Las Vegas.

THE PEOPLE BEHIND GCCE 2013 CES President Stefan Mozar, Vice President of Conferences Stephen Dukes, and Prof. Tomohiro Hase were the chief planners of GCCE 2013. However, a local Japanese team, headed by Prof. Hase and Conference Chairs Tomohiro Haraikawa and Takako Nonaka, provided the main execution and operational planning. These included Conference Chair Prof. Wen-Chung Kao and Technical Program Committee Chair Dr. Tae-Chan Kim, Technical ­P rogram Committee Vice-Chairs Dr. S ­ hingo Yamaguchi and Dr. ­Kazuyuki Kojima, and organizing members from around the world. We offer a heartfelt thanks to all of these tireless volunteers.

n behalf of the Tech­nical Program Committee (TPC, Figures 1 and 2) of the IEEE Global Conference on Consumer Electronics (GCCE) 2013, we would like to thank you for attending the second GCCE. Just as with the International Consumer Electronics Show and the IEEE International Conference on Consumer Electronics, GCCE 2013 is held in conjunction with another conference, Digital Object Identifier 10.1109/MCE.2013.2287358 Date of publication: 18 December 2013

CEATEC, one of the biggest consumer electronics shows in the world, where there are many interesting keynotes, symposia, and of course paper/poster presentations.

Before paper submissions, GCCE 2013 called for special session topic proposals related to up-to-date and cross-f ield topics. A fter the reviews, nine special sessions were

selected for inclusion in the final program. More than 280 papers were submitted from 12 countries all over the world. It was very difficult for the TPC to select the most suitable and best papers for oral and poster presentations. Track chairs as well as the SS chairs rigorously reviewed the submitted papers in terms of breadth and depth by ­referring to the outside reviewers. The acceptance ratio was approximately 65.2%. This effort lead to 184 accepted papers organized into 26 oral sessions and 56 poster presentations to be displayed in the poster session. The sessions cover a broad range of topics within consumer electronics. Key technologies were presented in depth, and future developments were discussed.

ISCE 2013: An Unforgettable Experience at ISCE 2013 to Further My Research

I

attended the 17th International Symposium on Consumer Electronics (ISCE) 3–6 June 2013, in Hsinchu, Taiwan. The ISCE was sponsored by IEEE Consumer Electronics (CE) Society. It was referred to me by my colleague in Japan, Dr. Masaaki Fujiyoshi, who served as a Technical Program Committee member of the conference. I was not familiar with this conference because

I usually submit my papers to conferences sponsored by other IEEE Societies, such as the IEEE Signal Processing Society, IEEE Circuits and Systems Society, and IEEE Computer Society. Although I did not realize a straight connection between image processing and CE, I finally submitted part of my ongoing research on iris recognition, “Improved Iris Matching Technique Using Reduced Sized of Ordinal Measure of DCT Coefficients,” under the strong urging of Dr. Fujiyoshi. My field of interest was image processing at that time.

In addition to seminars and poster presentations, the ISCE 2013 was complimented by two highly recommended scientific tours on the first day of the conference: the first visit was to the Hsinchu Science Park, and the second was to the Industrial Technology Research Institute. There were overwhelming demonstrations and exhibitions of new and advanced technologies and applications shown to the attendees during these two visits.
