Super Vision for Learning is the BCPVPA’s eight-month learning experience in which supervision for learning, school improvement, and professional development are the key outcomes. Based on a peer coaching model, there are five days of program development over the course of eight months and ongoing joint practice development with colleagues. The five days of program development will take place between September and May 2017. Registration fees are $840 ($800 + $40 GST) for BCPVPA members and $1207.50 ($1,150 + 57.50 GST) for non-members. BCPVPA awards up to 20 $1000 scholarships Deadline is September 16

he BCPVPA annually awards up to 20 $1000 scholarships to students who are graduating from the BC public school system and will proceed to a post-secondary institution. Up to 10 scholarships are reserved for the sons and daughters of BCPVPA members; up to 10 are reserved to other graduating students; and, up to two will be awarded to Aboriginal students. All applicants will be judged on academic excellence and demonstrated leadership within the school and community. The deadline for applications is September 16. The BCPVPA will offer retirement seminars in Vancouver and Victoria this fall. Recommended for everyone who is considering retirement, or is within their last five years of employment, the seminars will walk attendees through pre-retirement package and retirement checklist. Pension options will be discussed, case studies presented, and there will be an opportunity to ask questions. Seminars are scheduled from 9 am to 12 noon as follows: October 22, Victoria, Rockheights Middle School; November 26, Vancouver, BCPVPA office; and December 3, Vancouver, BCPVPA office. BCPVPA update on Pension Plan Design status
T
he Government and the BCTF, the two Partner groups in the Teacher’s Pension Plan (TPP), have directed the TPP Board to proceed with preparations for implementation of a series of Pension Plan design changes. The specific changes that have been targeted for implementation for all Plan members as of January 1, 2018 include: • delinking from the Canada Pension Plan’s Year’s Maximum Pensionable Earnings (YMPE) • a single accrual rate of 1.85% be applied to Pensionable Service • an early-retirement Reduction Factor of 4.5% at age 61 (penalty per year for retiring prior to age 61) • removal of the 35-year Pensionable Service cap • an unreduced pension for those with 35 years of Contributory Service. While the new pension rules come into effect as of January 1, 2018 all service prior to that date will still be administered under the old rules. Pensionable service after that date will be based upon the new rules. In effect there will be a pro-rata application based upon the percentage of service time under each set of Plan rules. For example, if 95% of your service take place under the old rules, you would still have access to 95% of the bridge benefit in your pension up to age 65. The penalties for early retirement would be applied in a similar pro-rated fashion and the 90 Factor is also slated to be pro-rated. Efforts are underway to create an online pension calculator – available for the end of this calendar year, or early in the new year – reflecting pension implications for those who will have pensionable service under both sets of rules. Most individuals retiring in the first few years after the implementation of the new rules will see little change with respect to their pensions from representations on earlier Member Benefit Statements issued by the TPP via employers. The number of variables associated with the changes necessitates confidence in 100% accuracy of any calculations and specific information on an individual pension situation. The legal liabilities are potentially significant in terms of providing inaccurate info and thus our Association is currently in a position of waiting for the TPP to carry out the analytical work to ensure confidence in such a calculator. The BCTF is the legal Plan Partner and has responsibilities for all Plan members. Any member (whether VP, Principal, Director, Superintendent, or teacher) can contact the Federation for pension information, especially during this interim period before the TPP has launched the new calculator. The Teachers’ Pension Plan serves more than 92,000 active, inactive and retired members and their employers in British Columbia. Members include vice-principals, principals, teachers, and superintendents. Plan membership is broken down as follows: • more than 44,900 active members contributing to the plan; • more than 12,000 inactive members (members who are no longer with a plan employer but have contributions with the plan); • more than 35,000 retired members. The plan holds assets of more than $24 billion. The Teachers’ Pension Plan is the 9th largest defined benefit pension plan in Canada, according to data collected by Benefits Canada magazine. eNews 2

This past week, we had the great pleasure of hosting an afternoon social event for the members of the Vancouver Elementary Principals’ and VicePrincipals’ Association (VEPVPA). My thanks to its President Susan Nicol (Principal, General Wolfe Elementary), the VEPVPA Executive and all of their members for joining us for the event to celebrate VEPVPA members joining the BCPVPA (memberships take effect October 1). This is an historic moment for the BCPVPA as we take the Association one step closer to speaking with a voice that represents all districts in the province. In addition to the exciting news about Vancouver, I wanted to share with you the work of your Board of Directors and another resource that you may find helpful. For three days every August the Board of Directors holds an annual retreat. During that time we invite representatives from the Ministry, government, and other partners to hear of their work and to help them better understand the context of the work that principals and vice-principals do every day. One of other significant activities this year, was that the Board of Directors began the process to develop the Association’s strategic plan for the next three years. I share this work with you because I want to illustrate the importance of the work that the Board undertakes on behalf of the Association and its members. I know that all of our Directors understand the privilege and honour that it means to sit at the Board table and represent our more than 2200 members. This is an essential process and one that we do not rush. Both the Directors and the managers participate in this process together. While the managers participate they also listen carefully to the conversations and the themes that emerge as the Directors work through the process. The managers, under the leadership of Carol Powell and Kit Krieger, take those foundational pieces and start to draft our strategic plan. Much of our conversation and work was guided by Simon Sinek’s book, Start with Why. Sinek contends that organizational purpose is often misunderstood within organizations. People inside the organization understand the what and the how of what they do, but eNews 3

often lack clarity around the purpose of the work. As an introductory activity, which I have used with school staffs before, I divided the Directors and managers into four teams. The teams were given seven boxes with each box having a label (governance, membership, influence, representation, advocacy, leadership development, and a 7th unnamed box that teams were able to name and use if they believed there was a missing component). Teams arrange their boxes in order of priority with the only rules being that the boxes can not lay flat (in that all of these pieces are of equal importance) and that all of the boxes must be touching or connected in some way. A box or group of boxes could not be separate from the structure or arrangement. For those of you with Destination Imagination experience you can imagine the rich conversations, at times good-natured tensions, and creative responses that came from activating their thinking. As an organization, when we look carefully at our previous plan and filter it down to its most essential elements there are three key pieces that emerge that form the foundation of the Association’s work: advocacy, representation, and leadership development. In the coming months the Board and staff will continue to fine tune our strategic plan, develop plans and programs that support our members, and establish the indicators to assess our progress. Learning Forward’s 2016 annual conference in Vancouver, December 3 to 7, provides educators with content and tools to bring powerful forms of professional learning back home.
