Message by the Chairman FPSC The Federal Public Service Commission is entrusted with the high responsibility of ensuring recruitments on merit for the Federal Government. These recruitments are based on modern concepts of transparent, fair, equitable judicious and impartial procedures. Publication of 23rd Quarterly Newsletter (Oct-Dec2012) provides a platform to the diverse group of stake-holders to share various aspects of our functioning and other developments/working of the Commission. We are committed to continue the process of improvements and devise a mechanism of modern recruitment systems, while enhancing

collaboration with various forums of Public Service Commissions. FPSC organized 2nd meeting of Chiefs of Public Service Commissions of SAARC Member Countries at Islamabad in December 2012 to promote regional cooperation in sharing services with regard to governmental machinery and to take initiatives for further development/ implementation in the existing recruitment systems. The Commission encourages all stakeholders to convey their suggestions and recommendations for improvements in our procedures.

Retirement/Left the Commission i) A graceful farewell ceremony was held on 13th December 2012 in honour of Former Justice Rana Bhagwandas Chairman FPSC who relinquished the charge on 16th December 2012 after completing his three years tenure. The Commission expressed their profound sense of admiration for his efforts, leadership, democratic approach, policy inputs and commendable services for selection of quality human resource for public service.

ii) After completing three years tenure, Mr. Saud Gohar relinquished the charge of the office of Member FPSC on 8th December 2012. The Commission expressed deep appreciation for his substantive inputs and commendable services rendered in the public interest for recruitment of quality human resource for public services.

iii) Mr.Muhammad Kashif Murtaza, Member, FPSC resigned from the office on 8th November, 2012. The Commission highly appreciated his valuable policy inputs and commendable services for the cause of Public Service.

At the invitation of Government of Pakistan, 2nd meeting of the Chiefs of Public/Civil Service Commissions of SAARC Member States was organized from 4-6th December 2012 at Islamabad. Delegates from all Member States participated in the meeting. Welcome address was delivered by former justice Rana Bhagwandas Chairman FPSC. In his address he welcomed the chief guest Senator Mian Raza Rabbani Chairman Parliamentary Committee on National Security and all the delegates of SAARC Member States who arrived in Islamabad to attend the meeting. The Chairman FPSC said that despite the diversities of every system, the commonality of our responsibilities lie in the public service commission striving to attract and select the best available human resource for Government services. The chief guest, Senator Mian Raza Rabbani delivered the inaugural address. The vote of thanks was delivered by Mr. Naguibullah Malik Member FPSC. As per SAARC practice, Mr.Dhan Bahadur Olie, Director SAARC Secretariat and representative of the Secretary General, SAARC opened the meeting. During the meeting as per SAARC practice, the leader of the delegation of the host country i.e. Chairman FPSC was elected as Chairman of the meeting by acclamation. During the meeting, review of the decisions taken in the first meeting of Chiefs of SAARC PSCs’ and regional cooperation among PSC’s of Member States of SAARC, including holding of workshops to share best practices among Member States were discussed. proposed study of PSCs’ of SAARC Member States to identify similarities and dissimilarities including their operational status and the challenges faced by them so as to arrive at possible best practice. On the idea of conducting a theme specific workshop, the meeting welcomed the offer of India to conduct said workshop on Information and Communication Technology in 2013. The meeting also welcomed the offer of Srilanka to host the 3rd meeting of Chiefs of PSC’s of SAARC Member States in 2013.

Meeting of Inter Public Service Commissions (IPSCs) held at Peshawar The Khyber Pakhtunkhwa Public Service th Commission hosted 14 meeting of Inter Public Service Commissions at Peshawar on 1st December, 2012 which was presided over by Former Justice Rana Bhagwandas, Chairman FPSC. The Chairman KPK Public Service Commission, Sahibzada Riaz Noor welcomed all participants of the meeting. He highly appreciated the efforts by Former Justice Rana Bhagwandas Chairman FPSC in making the Inter Public Service Commissions meetings a success. He thanked the Chairman FPSC for attending the meeting despite tight schedule of his engagements. He also appreciated the role of Ex-Chairman PPSC, Lt Gen. Rtd Syed Sabahat Hussain, in strengthening the forum of IPSC’s. He stressed the need for holding workshop on Information and Communication Technology. Presiding over the meeting, Chairman FPSC, Former Justice Rana Bhagwandas, expressed thanks to the Chairman KPK Public Service Commission for hosting the meeting. i) Induction of Armed Forces Officers into Civil Services for Competitive Examination 2011 The Commission conducted Viva Voce of the Armed Forces Officers nominated by GHQ for their induction into civil posts for Competitive Examination 2011 which were held from 10.10.2012 to 16.10.2012. Result was announced on 17.10.2012. Out of 38 nominees, 35 officers qualified the viva voce. The Commission recommended 08 officers according to their order of merit for appointment in DMG, PSP and FSP. ii) Result of Written Examination 2012

Result of the written part of CSS Competitive Examination, 2012 was announced on 05.10.2012. A total of 10,066 candidates appeared in the written examination and only 800 qualified the examination. iii) Medical Examination of Written Qualified Candidates. Medical Examination of written qualified candidates in Competitive Examination 2012 was held according to the following schedule as conveyed by the Directorate of Central Health Establishment Karachi. of 31.12.2012. Total 15993 applications were received for CSS Examination 2013 which is scheduled to be held w.e.f. 23rd February 2013. Final Passing Out Examinations The Commission conducted following Final Passing Out Examinations of Probationer Officers who completed Specialized Training Programmes (STP) from their respective Training Academies, during 4th quarter 2012. Advertisements

FPSC released three consolidated advertisements for 191 posts in BS-16 and above which were requisitioned by various Ministries/Divisions/ th Departments during 4 quarter of 2012. ii. Schemes and Syllabi for Professional/ Screening Tests Test Schemes and Syllabi for 56 recruitment cases against 181 posts were finalized during the fourth quarter of the year in consultation with concerned Ministries/Divisions/Departments. After approval of the Commission, these were placed on FPSC website for advance information of the candidates. iii.

Other Examinations Processed By FPSC i) Additional District & Session Judge (BS-20) Gilgit Baltistan Out of 28 candidates, 06 candidates passed the written examination and after conduct of interview one nomination was issued. ii) Civil Judges (BS-18) Gilgit Baltistan Out of 128 applicants, 93 candidates appeared in the examination which was held on 11th & 12th September 2012. Result of the written examination is withheld as per court orders. Recruitment Rules During October-December, 2012, Commission approved recruitment rules for 08 fresh cases and 11 revised cases of various posts in Ministry of Defence, Ministry of Petroleum and Natural Resources, Ministry of Interior, Ministry of Human Rights, Ministry of Port and Shipping, Establishment Division, Planning & Development Division, Capital Administration and Development Division, Federal Public Service Commission, Federal Board of Revenue, Directorate of Agricultural Extension Services, while 13 cases of Recruitment Rules were processed during the period under report. General Recruitment for Ex-Cadre Positions During the quarter October-December 2012, following activities were performed for recruitment against ex-cadre positions in various Ministries/ Divisions / Departments.

Conduct of Professional/Screening Tests

Professional/Screening Tests (Phase-IV/2012) for ex-cadre posts in BS-16 to BS-19 were conducted from 16-12-2012 to 20-12-2012 at Islamabad, Karachi, Lahore, Peshawar, Quetta, Multan, Sukkur, D.I Khan, Gilgit and Skardu. Out of 25357 applicants, 20705 candidates appeared in these tests. iv. Interviews conducted by the Commission for Ex-Cadre Positions During the quarter October-December 2012, the Commission conducted interviews of 2139 short listed candidates against 847 posts and made recommendations for 705 posts in BS-16 to 20. Failure against 117 posts was reported while 23 posts were withdrawn and 02 posts were under process. The main cause of failure was non qualification of interview by the candidates. vi. Alternate Nominations Occasionally, the principal nominees recommended by the Commission for different position(s) do not join for one reason or the other. The Commission on receipt of requests from concerned Ministries/ Divisions/ Departments recommended 07 alternate nominees who were next on merit in waiting list for different recruitment cases. Use of IT in Recruitment Process i) General Recruitment During the 4th quarter of 2012, Commission received 41001 applications in response to consolidated advertisements No. 9, 10 and 11/2012, which were processed by I.T Wing. Summary bio-data of 346 candidates were produced for conduct of interviews. Admission Certificates, Attendance Lists/ Sheets and other required reports pertaining to 25357 candidates called for professional/ screening tests (PhaseIV/2012) were also generated. Online Services a) Application Submission for Ex-Cadre Posts In response to consolidated advertisement no. 10, 11 & 12/2012, total 6583 applications were received online which were processed by IT Wing. b) Application Submission for CE-2013

applications for CE-2013 were received online upto the closing date of 31st December 2012. ii) SMS Based Information Delivery System During the period under report, 29128 SMS were sent to the candidates on their given mobile phone in respect of major events, including the schedule of written tests, interviews and personal hearings, etc. iii) Website Management FPSC’s website has been an important source of information dissemination to the general public as well as candidates of various posts. All major events, advertisements, pre-selections, recommendations etc. were duly uploaded on the website well in time. As per decision of 1st meeting of Chiefs of Public Service Commissions, hyperlinks of PSCs of SAARC Member States were placed on FPSC’s website.  Redressal of Grievances of Candidates Candidates aggrieved by the Commissions’ decisions have a right to make Representations/ Review Petitions to the Commission under Section 7(3) of the FPSC Ordinance 1977. Any candidate who is not satisfied with final decision of the Commission has the right to prefer an appeal in the High Court as per territorial jurisdiction of the Court. Appeals/Petitions submitted by the candidates mainly relate to domicile, age relaxation, equivalence of qualification and other matters relating to recruitment and competitive examinations. On 1st October 2012, total 288 such cases were pending in various Courts of Law. During the period Oct-Dec 2012, total 44 new cases were instituted against the Commission while 05 cases were decided by various Courts of Law. Career Counselling Sessions Two Career Counselling sessions were held on 13th November, 2012 in collaboration with Youth Affair Department, Government of Sindh, one at Institute of Business Administration Shahrah-e-Faisal Karachi and the other at Muhammad Ali Jinnah University Karachi. Former Justice Rana Bhagwandas Chairman FPSC delivered information about the Civil Service Recruitment Mechanism and the bright future in civil service. The seminars were welcomed and highly appreciated by the management and also by the participants as these provided very informative and served positively to motivate the prospective candidates to enter the Civil Services of Pakistan.

2. In collaboration with Regional Directorate College of Mirpurkhas Division, Career Counselling Sessions were arranged in Degree College Sehwan, Girls Degree College Dadu, Girls Degree College Larkana and Girls Degree College Sanghar. Member FPSC Dr. Kaneez Sughra Junejo delivered information on Civil Service and recruitment mechanism of FPSC in these colleges during 6th to 11th December 2012. A large number of students attended the Career Counselling Sessions. The informative seminar was very interactive as the students/participants as well as faculty members put many questions on various aspects of civil service and recruitment system of FPSC. 3. A Career Counselling program was organized by Youth Affairs Department Government of Sindh at Dada Bhoy Institute of Higher Education, Karachi on 24th December 2012. Mr. Mansoor Suhail Member FPSC delivered the lecture on CSS examination system and general recruitment system of the FPSC. The management of the Institute and large number of participants appreciated the information delivered by honourable Member.

4. A Career Counselling session was organized by Gender Reform Action Program (GRAP) at Career Development Centre of PMAS-Arid Agriculture University Rawalpindi in collaboration with Federal Public Service Commission on 20th November, 2012. The theme was “Enabling induction of women in Public Sector”. Mian Muhammad Sarwar Director General (Research) delivered a lecture about the rules and regulations with reference to role of FPSC in recruitment of civil servants. At the end of lecture, participants asked different questions from resource person which were clarified to the satisfaction of the participants.

Human Recourse Development Human Resource Development is very important to improve efficiency of the staff.
