To meet the growing demand for school places, due in part to an increase in recent birth levels, the council are keen to progress their plans. A draft tourism strategy drawn up by Southend Tourism Partnership in conjunction with Southend Council, has revealed an ambitious aim to make Southend the number one coastal destination in England over the next ten years.

School by September 2018. There are even plans in the pipeline for a new free school which are increasingly on the rise across the country. Funded by the government, free schools aren’t run by the council but instead run by groups such as charities, independent schools, teachers and even parents and run on a not-for-profit basis. They are ‘all-ability’ schools that can choose their own curriculum, length of school terms and even set their own pay for teachers. A school like this could provide an additional 180 year 7 places by September 2019.

TALK OF THE TOWN What else is going on in the area? Here we take a look at the latest stories. With over six million visitors every year and 6,500 jobs supported by tourism, the strategy aims to develop the town’s increasing popularity as a tourist destination by encouraging public and private sector partners across the town to work together. Some of the main aims of the strategy include the development of the town’s annual events programme, improvement to communications and marketing to increase visitor numbers and length of stay, as well as destination development that will see improvements to existing facilities and attractions. Although the proposal to make Southend the most visited coastal town in England has been recognised as ambitious, it is hoped that the strategy will help drive the borough’s visitor economy forward.

NEW ROUTES FROM SOUTHEND AIRPORT Although still a couple of months away, if you’re looking for a winter getaway, Southend Airport have just announced three new routes to Dublin, Glasgow and Manchester from the 29th October.

The flights will be operated through Stobart Air’s partnership with Flybe helping to develop the airport’s ‘regional connectivity’. Flights will operate to the Irish capital Dublin, as well as the UK’s 2013 Capital of Culture, Manchester, up to three times a day. The route to Glasgow, Scotland’s largest city, will operate up to twice a day Sunday to Friday. The increase in regional flights will be a welcome boost to the local economy.

Our Senior Partner and former President of the National Association of Estate Agents, Richard Hair, steps back in time once again to share his expert knowledge of the changing housing market from 1939-1949.

The onset of WWII brought a very swift halt to building throughout the country. What with evacuation and requisition the only real activity locally was the evacuation of children and in many cases whole families and in the later years of the war, the requisition of many houses for the billeting of troops. The requisitioning was most noticeable in the weeks leading up to D-Day. There are many houses in this area which, when looked at carefully, show the signs of damage to the floor boards caused by the boots of the billeted troops. Sherbourne Gardens, 1940

Despite being on a direct path to London, the German bombing during the Blitz had relatively little effect in the Southend area. We were fortunate enough to acquire a plan showing the sites of the majority of bombs and land mines that were dropped. It is quite interesting to see the huge number that were in fact dropped mid Thames, presumably by bombers returning from their raid on London and not wishing to be seen to have been unsuccessful. There were a number of casualties locally and if you look carefully you can find some properties which are ‘war damaged’ rebuilds. These properties were rebuilt in the late 40s to post-war standards but to the pre-war designs and are relatively easy to spot with their relative lack of wood and very thin post-war skirtings. Other than the war damaged rebuilds, there seems to have been very little private building going on at the end of the 1940s and any properties that were built, had to be designed within very strict size limits. At the end of the Second World War the UK had a serious housing crisis with an estimated ¾ million new homes needed and very little available in the way of materials or labour. This became the period of the Council house and the pre-fab with Government/Council sponsored building considerably outstripping the private sector. Over 150,000 pre-fabricated houses were built as were many of the least attractive Council tower blocks. In total, a million new homes were erected in the ten years following the war but this was certainly not a time of high quality building. The need for new homes was so severe that almost anything would do! The pre-fab homes were only meant to last for a few years as an emergency measure but as we know, there are still some around today. Despite the obvious concerns as to the quality of some of the buildings erected during this time, there is no doubt that the results provided economic and clean living accommodation to hundreds of thousands of war weary citizens at a time when the whole country was still suffering the deprivations of rationing. In many ways this heralded a new era of Council and Government sponsored building with the new Council houses making family homes available to many

Apart from the London commutability, perhaps one of the most attractive features for those looking to move to Westcliff is the abundance of excellent and highly sought-after schools. Hospital. Now located on Prittlewell Chase, the history of Southend Hospital can be traced back to 1887 when a public fund began during the celebration of Queen Victoria’s Golden Jubilee. The land for the town’s first hospital, Southend Victoria Hospital was purchased for £350 in 1887 where Warrior Square swimming pool once stood. By May 1888 the new hospital was opened with just eight beds and two cots. Although the hospital did accommodate more beds over the years, as the town’s population grew, particularly with the rise of the railway, it became clear that substantial expansion was necessary. Expansion plans included the possibility of an extension at the Warrior Square site, but it was decided that a new larger site was required with space for a brand new hospital with up to 400 beds. Building work on the Prittlewell Chase site started in 1930 following £120,000 worth of public donations. £50,000 was also donated by businessman and former MP for Southend, Rupert Guinness (also titled Lord Iveagh), who opened the new hospital on the 26th July 1932 in front of a large crowd accompanied by music from the Band of the Royal Corps of Signals. Since Southend Hospital’s opening in 1932, it has seen many landmark years including: the purchase of the hospital’s first modern anaesthetic machine for £92 in 1938, the opening of the Tower Block by HRH Princess Anne in 1971, the official designation of Cancer Centre status in 1997, the opening of a Leukaemia Unit thanks to support from the local community in 2000, and most recently the opening of a dedicated fetal medicine unit in 2014 – the only one of its kind in Essex and visited by the Countess of Wessex at the beginning of July. Today, this large organisation admits around 100,000 patients every year and employs over 4,500 members of staff. With a variety of properties available and with each ward in Westcliff having its own unique style and character, whether you’re looking to be close to the Town Centre, a great school, local amenities, or even the sea, there’s a part of Westcliff for everyone.

The recent General Election, as we all know now, has left us with a hung Parliament. The Conservative Party got more votes and more seats than all the other parties but not enough, however, to produce an overall majority. We live in a democracy and consequently we need a government and we’ve got one! Much has been written about the DUP and what it has taken to get their support for the minority Conservative government. For as long as I have been an MP they have primarily gone through the division lobby with the Conservatives. We certainly do not agree on all issues but fundamentally agree on core principles.

Another issue that was constantly raised on the doorstep was one of the funding of education. I had already said that I could not possibly support changes to the National Education Funding Formula on the basis that every school in my constituency would be worse off. So I am pleased to say that the government has given a commitment that no school will be worse off in real terms as a result of whatever changes are made. I do wish all young people every success with their examination results. I am mindful of the fact that many of them will be worried about their University or College places or of securing a job opportunity when they leave school.

For my part, I thoroughly enjoyed the opportunity I was given to act as Deputy Speaker for one week and help chair the Queen’s Speech. So as I sat in the green chair, I was mindful of the history of the House of Commons and the battles fought to secure the Parliament which we have and of which, I believe, we can be justly proud. Now that the Brexit talks have begun, Parliament will have a crucial job of scrutinising deals done as we exit the European Union. I hope to assist again in the chairing of the committee stage of proceedings.

Much is being written about the 1% public sector pay cap, which of course was imposed as a result of the collapse of the British banking system and the subsequent effect on the economy in 2008. The seriousness of the situation was made clear when the outgoing Chief Secretary to the Treasury left a note to their successor in 2010, saying there was no money left. I very much hope that the Chancellor will be able to act on future public sector pay bodies’ recommendations. We have already accepted their recommendations, made in March, for doctors and dentists, NHS staff including nurses and the Armed Forces.

The General Election locally was partly dominated by residents’ concerns over the future of Southend University Hospital. I secured an adjournment debate on the subject and in my speech I left Parliament in no doubt that, as long as I am the Member of Parliament for Southend West, our A&E would not be downgraded, would be open 24/7 and will continue to receive blue light ambulances. I went on to praise the staff of our Hospital and outline the quality of the services which they provide. Finally, I said that I wanted those services to develop further and indeed, continue to improve.

MONEY MADE EASY BUSTING THE SELF-EMPLOYED MORTGAGE MYTH Mortgage expert, Daniel Edwards,gives his take on the latest financial issues affecting the property market. When approached by those who are self-employed we’re often met with the question “which self-employed mortgages do you recommend?”. While this is a perfectly reasonable question, it has highlighted just how many people are unaware that the self-employed are able to take out a regular mortgage just like anyone else, and how the issue only lies with the amount of hoops that need to be jumped through in order to get one. Individuals who are self-employed often find themselves under more scrutiny than those that are on a company payroll, and even though it can take a lot more effort to find yourself the right deal, it’s in no way impossible.

What’s expected of you? When applying for a mortgage, lenders will usually require a minimum of two years’ accounts as proof of your income, though the more historical records you have to hand, the more it will act in your favour. If you haven’t got an accountant, this could also go against you. Lenders prefer your accounts to be prepared by a chartered or certified accountant, as this alleviates the risk of them receiving misinformation and can almost guarantee the data they receive is reputable. Don’t worry if you don't have access to a minimum of two years’ accounts, it’s not the end of the world. There are some lenders out there who will still accept your mortgage application without these records, however, you must be able to present at least one year of books to prove that you have had regular work. In addition to the above you will be required to hold a decent sized deposit – though no more than would be expected of anyone else – and have a good credit history.

As someone who is considered self-employed, how you have set your company up will often determine the size of the hoop you need to jump through. Sole Traders

If you complete your tax returns through self-assessment, you will be required to fill out a form

called a SA302 which shows your total income and tax due. Your lender will need you to present this in order to support your application.

Partnership

If you’re in business with someone else, your lender will look at how the profit is distributed to each partner. It’s essential that you keep a record of how much money you have made or this will be difficult to prove. As is required with Sole Traders, you too will have to complete a SA302.

If you’re a director of your limited company, you will pay yourself a salary and dividend payments. Mortgage lenders will need to be made aware of both these forms of income. Depending on the lender, they may require a SA302 to be completed and a copy of your accounts. Furthermore, your accountant will be required to fill out an accountant’s reference. This form confirms your business’s income situation, along with the salary and dividends the company is taking.

The store  has traded from its current location in Clifftown Road for 65 years, the business having been established in the town since 1897. The Ravens name has been synonymous with

One wonders if some retailers have taken account of this trend by artificially inflating the price of their merchandise outside of sale periods to take account of this, and beat us consumers at our own game.  Retailers such as Zara don't appear to operate in this way, they trade so well because they have the ability to bring new stock in to react to the market swiftly, they turnover their stock quickly and their offering does not become stale. I was speaking to a local fashion retailer who has traded successfully in Leigh for many years, and continues to do so – he does not order stock months in advance, he buys now to sell now and thus keeps his stock fluid and fresh. His customers know that if they don't buy it now it may not be there next week. At national level a survey carried out by Korn Ferry Institute reported that  of 50  men and women who head up the UK's top 50 retailers, 40% were pessimistic about the year ahead, this is apparently a 30% increase over 2016. Concerns about Brexit, consumer confidence and exchanges rates (the cost of imports) are uppermost in their minds at the moment. However, whilst the survey reflected pessimism in the retail sector, 71% of those polled still expected growth this year  and 15% predicted 'significant growth'. It is encouraging to know that there is some positivity in uncertain times.

There’ll be a chance to play with some of the toys, enjoy a story and even play a classic Victorian parlour game. Fun & Games! Toy Exhibition

Every weekend throughout July, August & September you can enjoy the calming sounds of local bands and choirs from the beautiful Priory Park bandstand. From the Rayleigh Brass Band to the D’Ukes Ukulele Band, there are a variety of performances on offer for everyone to enjoy.
